RFC - DAO Documents Round 2 - Proposal, Voting and Transition Framework

Round 2 on finalizing the Governance Framework.
This round is most likely the biggest and most important. It aim to settle the Proposal processes and Voting rules. And also the initial governance activation model including a 12 month limited transitional authority.

Lets focus first on the Proposal and Voting.

Small change to remove any doubt of how to change the charter:
Charter → always Constitutional; all other governance documents → Governance Process with patch/minor/major classification.

New text:
§4.1 now explicitly states that Charter changes = Major Changes under the Governance Maintenance & Upgrade Framework, requiring a Constitutional proposal
§4.2 now excludes the Charter from its scope with an explicit cross-reference back to §4.1

And another change added to the Transition Framework.

Add RAC interim execution authority for Phase 1 (§5.4)

Closes the gap where Phase 1 has no Working Groups but the framework
assumes WGs coordinate all execution. §5.4 explicitly authorises RAC
to issue RFPs and manage contributor engagements within DAO-approved
budgets during Phase 1, subject to: prior governance budget approval,
Open Source & IP Policy activation before any deliverable RFP, 14-day
open RFP period, 7-day community acknowledgement before confirmation,
and automatic lapse when a relevant WG becomes operational.

RAC will use these RFP mandate for executing new or existing RFP’s which is already out on RadixTalk for P1,P2,P3 services and socials ++
